State Council of Education Research & Training Punjab
Established in 1981, the various units of SCERT lay the main thrust on the Pre-service and In-service teacher training, as envisaged in the National Policy of Education. For discharging the duty of Pre-service to the teachers, 13 District Institutes of Education and training are there in existence and JBT school are imparting Pre-service training to the primary teachers. For giving In-service training to the already working secondary teachers, 12 In-service Training Centres are functioning at District Headquarters in the State. In Addition State Institute of Science Education imparts In-service training to Science Teachers/Math Teachers. To impart training in the latest advance educational technology, SCERT organizes seminars for teachers through educational technology Cell. To bring quantitative improvement in education SCERT keeps the latest comparative data through Data Processing Unit. Qualitative aspect of Education being the main objective of SCERT the Evaluation Unit achieve this purpose by working on the Examination Reforms. Educational and Vocational Guidance Bureau motivates the students and teachers towards the dignity of labour and self-employment to save the future generation from frustration resulting out of un-employment because of over population.

Objectives

To bring about qualitative improvement in the existing educational system of the State;
To develop syllabi and curricula of the various subjects at School stage:
To undertake and promote investigations, surveys, studies and researches in various fields/sectors of education;
To provide Pre and In-service education for teachers and educational supervisors.
To formulate and implement pilot projects for bringing about qualitative improvement in different fields of school education;
To develop new techniques and methodologies in the field of school education;
To monitor and develop educational programs;
To introduce and implements New Education Policies Centre/State.

Defined objectives of the wings of SCERT are achieved through its different units.

Survey and data Processing Unit
Survey and Data Processing Unit acts as Data Bank for SCERT. It collects and processes data relating to various facets of school education, evolves application of sample surveys and techniques, collects theme oriented studies and prepares long range series of data on various facets of education and undertakes projections.

Educational Technology Cell & Film Library
The Educational Technology Cell aims at improving the standard of education at all levels. In collaboration with All India Radio Workshops are organized to identify the talent potential and prepare good radio lessons. Motivational material is prepared to help achieve the Universalisation of elementary education. The importance of imparting education through mass media e.g. Radio, T.V. Films and Printed Material, is emphasized to make education more functional and relevant.

Inspection and Repair of Audio-Visual Education Machinery of the Schools/Institutions.

Devising and making experiments and popularizing new Audio Visual Aids/Techniques.

Modern Technology -Audio- Visual Education
Necessary programme for the T.V. Cassettes /Video Cassettes and its duplication is being done so that students while studying in the schools may get necessary knowledge/guidance in the present Technical-era according the New Education Policy.

State Evaluation Unit
Special Orientation of Primary Teachers(SOPT)
Under the Centrally sponsored scheme of Special Orientation of Primary School Teachers. The main aim of SOPT training is to orient the Primary School teachers to the teaching methodology with special reference to competency based teaching i.e. Minimum levels of learning, child centered approach of education, operation black board and comprehensive and continuos evaluation.


Implementation of M.L.L Scheme
The scheme of MLL was introduced in a phased manner in this State through DIETs. To bring with it was introduced in only two blocks of Distt. Patiala i.e. Bhadson I & II. At present it has been implemented in all the schools of Distt. Ludhiana from class I to V. In other districts, the scheme is being implemented in the lab areas attached to functional DIETs. The teachers/educators are also being trained simultaneously to make it more effective. Sample question papers are also prepared by the DIET faculties to test the child's achievements i.e. desired competencies literature has been/being prepared/translated.

State Institute of Science Education
In-service Training Courses are arranged for science and maths teachers in updating their knowledge about changes, innovation and new curriculum developments in the subject of science and mathematics. Science   Institute organised Science exhibition/Student seminars at Teshil/Distt/State level. under National Talent Search Examination (NTSE) Scheme brilliant students at class X level are identified State wise  by a preliminary screening test. Population education Project is funded by UNFPA and Punjab Govt. Main aim of this project is to develop the concept of small family norms.

State Bureau of Education and Vocational Guidance
The State Bureau of Educational and Vocational Guidance disseminates career information to the students particularly at the terminal stages and thereby directs towards self-employment to save them from the formidable problems of unemployment due to population explosion. To help them take care in keeping with their aptitudes, tastes and mental levels.
