Introduction

The Directorate of Pensions and Welfare of Pensioners Punjab was set up on 1-8-1986 with the sale purpose of serving the retirees. The main function of the Directorate of Pensions & Welfare of Pensioners, Punjab is the redressal of grievances of the Pensioners, regarding their Pensionery benefits and to ensure expeditious disposal of their claims in this behalf by the concerned Departments and the Accountant General, Punjab. Every year a large number of pending pension cases are finalised with the efforts of this department

Objectives

The object and functioning of the Directorate are as follows:-

a) To visit the Government Offices located at Headquarters and also these located in the field for ensuring proper and expeditious implementation of the policies of the State Government relating to the following retirement/terminal benefits:-

  • Pension.
  • Service Gratuity.
  • Death-cum-retirement Gratuity.
  • Commutation of Pension.
  • Leave Encashment.
  • Ex-gratia Grant.
  • Family Pension.
  • Restoration of Commuted Pension.
  • Adhoc-relief (D.A.)
  • Compassionate Allowance.
  • Final settlement of the Provident Fund Accounts.
  • Deposit Linked Insurance Scheme.

Major Achievements


The Department has been doing useful work in this behalf. The periodical returns are being obtained from the various Departments about Government officials who are due to retire within 24/30 months time and efforts are made to ensure that the retial benefits are given to the retirees immediately after retirement. In addition to this, the achievements of the last few years are summarised as under:-
 

1) Fourth Pay Commission was set up for the revision of Pay and Pension of working Government employees and Pensioners. Pensions of Punjab Govt. Pensioners/Family Pensioners have been revised w.e.f. 1.1.96 on the recommendations of the Fourth Punjab Pay Commission.

2) 5% and 10% adhoc relief at the age of seventy and eighty of the Pensioners respectively, have been got merged in their Pension for the purpose of D.A.

3) The facility of private room in the P.G.I. Was been provided to the Pensioners according to their status at the time of their retirement.

4) Fixed Medical Allowance to Pensioners has been increased from Rs. 100/- p.m. to Rs. 250/- p.m. w.e.f. 1.1.998.

5) The Pensioners have been given one more instalment of dearness relief w.e.f. 1.7.998.

6) Necessary instructions have also been issued to all the Deputy Commissioners to set up information Centres at Distt. Level for the facility of Local Associations of Pensioners.

7) Instructions have been issued to all the Heads of the Departments to issue identity cards to the retired Punjab Govt. employees for their facility.

8) Instructions have been issued to all the Deputy Commissioners of the State to give representation to the Pensioners in the District Grievances Committees.

9) Meetings have been held with the representatives of the various associations of Pensioners from time to time with regard to their demands.

10) This Department invites applications every year through a "press Note" in three important Newspapers from these pensioners who have not been granted Pension/Provisional Pension and their cases are taken up with the concerned departments.
